I. CIRCULAR

(a) Amendment to Circular No. 31/05/2018-GST, dated 9th February, 2018 to further clarify ‘Proper officer under sections 73 and 74 under CGST Act and IGST Act’- The Circular provides various clarifications regarding the adjudication of show-cause notices issued by the Directorate General of Goods and Services Tax Intelligence officers.[Circular No. 169/01/2022-GST dated 12th March, 2022.]

II. ADVANCE RULINGS

1 M/s. Aishwarya Earth Movers [Advance Ruling No. KAR ADRG 43/2021 dated 30th July, 2021]

Revised Contract Price received after appointed date

The Applicant is a proprietary concern registered under the provisions of the GST Act. The Applicant sought an advance ruling in respect of the following questions: “i. Whether the applicant is liable to collect and pay goods and services tax on amount received from the PWD Department as per revised estimate in respect of work namely “Construction of bridge across Kumaradhara river on Kudmar Shanthimogru Sharavoor Alankar Road at KM 1.20 in Shanthimogaru of Puttur taluk”?

ii. Whether the applicant is liable to collect and pay goods and services tax on amount received
