This is from Hitopadesh (1.67). It literally means:
यत्र विद्वज्जनो नास्ति - Where there is no knowledgeable person.
श्लाघ्यस्तत्राल्पधीरपि - A person with mediocre or average intelligence also is regarded as a scholar.
निरस्तपादपे देशे - Where there are no trees (desert).
